Vendor Information

DGPC welcomes bids from qualified Bhutanese and international contractors, suppliers, and consultants. All bidders must meet the eligibility requirements specified in the individual tender documents.

For internationally funded projects (ADB, World Bank), bidders from eligible member countries may participate in accordance with the respective procurement guidelines of the funding agency.

Valid trade licence and CDB registration (for Bhutanese contractors)
Valid tax clearance certificate
Demonstrated experience in the relevant category (works, goods, services, or consultancy)
Bid security as specified in the tender document
Signed Integrity Pact (mandatory for all DGPC procurements)

How Can I Participate in a DGPC Tender?
All active tenders are published on this page with complete bid documents available for download. To participate, download the relevant tender document, prepare your technical and financial proposal as per the requirements specified, and submit sealed bid documents to the designated DGPC office before the closing deadline. All submissions are physical. Bids received after the closing date and time will not be considered.

Where Can I Find Active DGPC Tenders?
All current procurement notices are listed in the Active Tenders section at the top of this page. Each listing includes the tender reference number, category, publishing date, closing deadline, and a link to download the complete bid document package. Tenders are categorised as Works, Goods, or Services, for ease of reference.

What Documents Are Required for Tender Submission?
Document requirements vary by tender and are detailed in each bid document. Generally, bidders are required to submit a valid trade licence, CDB registration (for Bhutanese contractors), tax clearance certificate, bid security as specified in the tender, a signed Integrity Pact, and the completed technical and financial proposal. International bidders should refer to the specific eligibility criteria mentioned in the tender document.

Can International Vendors Apply for DGPC Tenders?
International vendors may participate in DGPC tenders where eligibility is open to international bidders. For projects financed by multilateral agencies such as the Asian Development Bank (ADB), bidders from eligible member countries may participate in accordance with the procurement guidelines of the respective funding agency. Specific eligibility criteria are stated in each tender document.

How Are Bids Evaluated and Contracts Awarded?
DGPC follows procurement procedures aligned with the Royal Government of Bhutan’s Procurement Rules and Regulations. Bids are evaluated by a procurement committee on the basis of eligibility, technical capability, and financial competitiveness. Successful bidders are notified directly. DGPC reserves the right to accept or reject any bid without assigning reasons, as stated in the terms of each tender.
