BHSL — Bhutan Hydropower Services Limited
Local Manufacturing Strengthening Bhutan's Infrastructure
Bhutan Hydropower Services Limited (BHSL), a subsidiary company under DGPC, enables DGPC to both repair and manufacture crucial equipment within the country, eliminating complete dependence on imported materials. This approach facilitates tighter quality control over critical plant components and mitigates the delays frequently associated with international supply chains.
This capability fosters the development of technical expertise and industrial capacity in Bhutan, contributing to the sustained reliability and maintenance of the nation's hydropower facilities.
BHUTAN AUTOMATION — Bhutan Automation & Engineering Limited
Automation & Control Systems for Modern Hydropower
BHUTAN AUTOMATION is a subsidiary company of DGPC’s that specialises in the development of automation and monitoring systems employed in the operation of hydropower plants. It is responsible for SCADA platforms and digital control systems that enable operators to more effectively manage generation, monitor equipment, and trace plant performance.
Automation upgrades at several facilities hFave replaced older control systems with modern digital monitoring tools, improving reliability and making it easier to manage plant performance across DGPC's network.
Engineering Insight. Hydropower Excellence.
DGPC through its profit centre Druk Green Consultancy provides engineering and technical investigation services that support the planning and improvement of hydropower projects. These services help assess project feasibility, analyse plant performance, and address technical challenges that arise during development or operations.
Drawing on decades of operational experience, DGPC's engineers combine practical field knowledge with technical analysis to support the development and improvement of hydropower infrastructure across Bhutan.
HRDC - Hydropower Research & Development Centre
Advancing Hydropower Through Research & Innovation
DGPC's Hydropower Research and Development Centre helps address technical challenges and improve plant performance. By managing its own research capacity, DGPC can independently investigate operational challenges and assess emerging technologies, reducing reliance on external consultants.
This enables solutions tailored to Bhutan's distinctive river systems, sedimentary characteristics, and environmental circumstances — fostering enhanced plant performance and stimulating innovation within Bhutan's renewable energy sector.

O&MSC - Operations & Maintenance Services Centre
Ensuring Peak Performance Across Every Plant
DGPC's Operations & Maintenance Services Centre (O&MSC) oversees hydropower facilities throughout Bhutan's river basins. As a separate profit centre, the O&MSC operates and manages other hydropower plants under a management contract agreement, whereby their responsibilities encompass monitoring plant performance, conducting routine maintenance, inspecting equipment, and troubleshooting technical problems — all to guarantee the safe and dependable generation of electricity. The O&MSC also explores services beyond Bhutan, positioning DGPC as a regional provider of hydropower O&M expertise.
Through this business unit, DGPC can leverage existing skilled resources and adopt a shared service model for providing expert services to its subsidiaries and other organisations as well.
DGET - Druk Green Energy Trading
Trading Clean Energy Across Borders
Druk Green Energy Trading (DGET) is a profit centre of DGPC’s that is responsible for the commercialisation and trading of energy from DGPC’s power plants, including export and import of electricity to and from India and compliance with grid discipline requirements. Its mandate is to maximise revenue, ensure regulatory compliance, enhance Bhutan’s energy security, and position DGPC to effectively participate in the evolving regional energy market.
With rising solar capacity in Bhutan, DGET is expected to assume additional functions in forecasting and scheduling generation from solar power plants, thereby improving grid reliability and supporting higher renewable penetration. It could also play an important role in future carbon credit transactions by aggregating generation data and supporting development of market-ready carbon products.
DGET also administers settlements under the Deviation Settlement Mechanism (DSM) and the Grid Discipline Mechanism (GDM), particularly following the introduction of the GDM Regulation by the Electricity Regulatory Authority (ERA) of Bhutan and the signing of modalities for DSM compliance between Bhutan and India. Beyond operational execution, DGET plays a strategic role in monitoring changes in rules, regulations, and market design relevant to electricity trade in India and the wider region.
With expansion to deal with the growing domestic and export/import market and the expertise gained, DGET’s role is seen to grow beyond being just a facilitator to one of a commercial trader.
