Solar Energy Generation Supporting Bhutan’s Clean Energy Transition
Sephu solar power plant is the first solar utility commissioned in Bhutan. The plant was commissioned by the end of 2025 and is fully operational. The project was implemented by the Department of Energy, Ministry of Energy and Natural Resources, with financing from ADB. However, the project has not been added to the O&M of DGPC as of today.

Socio-Economic Benefits and Sustainability
The Sephu Solar Power Plant holds a significant place in Bhutan’s renewable energy history as the first utility-scale solar facility to be commissioned in the country. The plant’s successful operation since 2025 demonstrates the technical and commercial viability of solar generation in Bhutan’s high-altitude environment. While the plant is currently managed by the Department of Energy rather than DGPC, it provides an operational benchmark for the country’s broader solar ambitions, including DGPC’s own DSPIP and Jamjee projects. The knowledge and performance data generated by Sephu will inform the design and operational planning of future solar installations across Bhutan.
